V K Shunglu : Committee, Politics and Corruption
After HC declared former LG Najeeb Jung as the boss of Delhi in Aug 2016 (link). Shunglu committee consist of 3 members was formed to examine 400 odd files on decisions taken by Aam Aadmi Party government in the capital. The committee submitted its report in Nov 2016 to LG office (link1, link2). LG Assured to review the report and take necessary action. Later in the month of Dec 2016, Najeeb Jung resigned from his post (link) and no major action (except some CBI probes) was taken until recent (Apr 2017) row when LG office asked AAP to vacate its capital office (link). The timing of the action can just a coincident or politically motivated as it is MCD elections time in Delhi and all the parties are fighting for their prestige.
Three members of Shunglu Committee were: 1. former CAG V K Shunglu, 2. former chief election commissioner N Gopalaswami and 3. chief vigilance commissioner Pradeep Kumar. In current politics of India, it is difficult to reach and sustain at top positions without political connections. If one is really honest and reached to top level of administration, one may not get freedom to work honestly. Every candidate in this committee have some dents in their career and they have dealt it over time. While other two members might just work under political pressure, V K Shunglu (belonging to Delhi) case looks interesting. It can be personally or politically motivated as Mr. Shunglu, member of Delhi Public School Society (DPSS, Delhi) is accused of rigging DPSS chairperson election. Former chairperson of DPSS was removed from his post in 2015.

Delhi Public Schools in the capital which are built on DDA allotted land, have certain seats for students residing in the area. Also private schools operating on government allotted lands need govt nod to any increase tuition fee (link). In past, due to corruption; not only neighborhood residents have denied their basic right to admit to schools but schools have increased tuition fee without any proper audit. After AAP came into the power, they cracked down the corruption in admission and stopped any fee hikes. Even, schools had to return (or adjust) extra tuition fee they charged to students.
Since, DPS comes under Delhi Govt, they control tuition fee hikes, monitor admission process, issue guidelines and order inquires about any irregularities. All the irregularities and corruption happened during former DPSS Chairperson work-period (around 2014-15) were in court hearings and there were chances (while committee was inquiring 400 odd files related to decision taken by Delhi government) that Delhi govt may form the commission to inquire all the irregularities.
