AAP in Action after SC judgement (list of actions taken after July 4th)




With the recent Supreme Court decision, July 4th became a historic day for Aam Aadmi Party Delhi Government. After Delhi High Court gave all the administrative powers to LG Office in May 2015 and the order made it clear that LG will be the Administrative Head of Delhi, AAP challenged the decision in Supreme Court. ACB was also taken over by central government after few months of functioning under Delhi government. Without any control over services and transfers, Delhi govt was mainly focused on health, education, infrastructure, tourism and transportation where it required a nod from the administrative head on all projects. From time to time you might have heard about hurdles in the way of functioning of Delhi govt. 

The matter was under consideration in Supreme Court for more than 3 years. On July 4th, SC concluded in its judgement that LG does not have independent decision-making powers and is bound to act on the aid and advice of the Council of Ministers. Right after SC made its decision, AAP Delhi ministers started the process of clearing files which were pending at the LG office. The decision was welcomed by everyone other than those who were not in the favor of welfare of Delhi residents. After AAP got control over service departments and gained authority of taking action against the bureaucracy, Delhi cabinet ministers were welcomed by bureaucrats in different offices. A group of bureaucrats is still opposing SC order and refusing to work under Delhi Govt. You will read more about this issue in upcoming blogs. 

After SC judgement, Arvind Kejriwal and others have started the sudden inspection of various under construction projects and started taking feedbacks from local residents about the quality of work and problems faced by them. Delhi CM has also given suspension warnings to officers found guilty in executing projects. Here is a list of actions taken by Delhi government after SC judgement (from July 4th to July 8th, actions afterwards are highlighted in red). 
  1. Construction of a new hospital in Buradi with a capacity of 800 beds is approved. Rs 265.80 crores already sanctioned (source1, Source2)
  2. Revoked permission to cut trees for Central Govt project. The tree-cutting was initially allowed by LG which was later cancelled by him as per the SC judgement (Source1)
  3. Directed PWD secretary to place the proposal for CCTV cameras in the next cabinet meeting on Tuesday, July 10, 2018 (Source1, Source2)
  4. Cleared Signature Bridge project for final installment. The project will be completed by Oct 2018 (Source1, Source2, Source3)
  5. Cleared projects for the construction of 2 new academic blocks and 3 new hostels in Delhi Technical University (DTU) which will increase its capacity by 3000 students (Source1, Source2)
  6. Approved doorstep delivery of rations after over-ruling all objections to the proposal from LG office and directed Food Department to start its implementation (Source1)
  7. Dy CM laid down the foundation stone for the construction of community centre in Mandavali (Source1)
  8. Approved flyover construction projects in Shastri Park and Seelampur. The project will be completed in 2 years with a total cost of Rs 330 crores (Source1, Source2, Source3)
  9. Appointed Chairman of Delhi Electricity Regulatory Commission (DERC) (Source1)
  10. Approved construction of 94 new polyclinics (Source1)
  11. Approved the project of Doorstep Delivery of Services. Now it will offer a total of 100 different types of services instead of 70 (Source1)
  12. Gave administrative approval and sanctioned the expenditure for (Source1): 
    1. 572 beds (from 100 beds) in GGS hospital 
    2. 963 beds (from 500 beds) in Dr. B S Ambedkar hospital 
    3. 662 beds (from 300 beds) in S G Memorial hospital 
    4. 744 beds (from 325 beds) in Bhagwan Mahavir hospital 
  13. Approved 1650 vacancies for various posts with the Delhi health department (Source1
  14. Delhi CM announced to release funds within 15 days for the construction of roads, sewage management and other basic necessities in unauthorized colonies. He also assured that construction work will start in all colonies together with priority given to roads and sewage management (Source1, Source2)
  15. (July 9): Approved Mukhyamantri Teerthyatra Yojna after overturning LG Office objections. Delhi Govt will bear all the cost of 77,000 senior citizens who want to go on a pilgrimage and earn less than 3 lakhs annually (Source1, Source2)
  16. (July 10): Rolling out several projects to increase water availability by 15-20% in next 2 yrs n 50% next 5 yrs. Hopefully, no water problem in Del after that. Till then, as projects start, water problem wud keep decreasing (No increase in water availability for several yrs before our govt) (Source1)
  17. (July 11): Cabinet approves hiring of consultant to run 1000 electric buses in Delhi. A big step in modernizing Delhi’s transport sector and reducing pollution (Source1, Source2)
  18. (July 12): LG had cancelled Del govt’s panels of advocates in HC and SC due to which Del govt’s cases in these courts were suffering. Today, Del govt restored both panels (Source1)
  19. (July 14): The DUSIB board meet chaired by CM Arvind Kejriwal approves development projects for JJ clusters and slums across the capital (Source1)
  20. (July 17): Delhi cabinet approved proposal for construction of 12478 new rooms in govt schools (including 106 multi-purpose halls, 328 laboratories, 204 Libraries) (Source1)
  21. (July 20): Approved another term for Swati Maliwal (Source1)
  22. (Aug 10): Delhi Cabinet approves CCTV proposal (Source1)
