A Redundant Manifesto for UP 2017

Bhartiya Janta Party launched its manifesto for upcoming UP election 2017. The Hindu reported some key points on Jan 28th article. These key points are here. I'm trying to understand how important these key points are. 

— ₹500 crore will be allocated for the Baba Ambedkar fund. 

These kind of funds are needed for the upliftment of lower class which is facing discrimination and running behind in society. 

— All colleges and universities will have free WiFi. 

WiFi is helpful for students. Most of colleges and universities do already have established WiFi. If it is talking about intermediate and high school colleges,  yes it is good step along with the need of better infrastructure. 

— Up to ₹6 lakh loan from permanent houses and toilets. BPL citizens to get ₹2 lakh life cover. 

Govt runs toilet scheme from time to time. Now govt need to focus on sewage, water treatment plants, urban development plans etc. 

— 24x7 electricity in all houses. 

A must. 

— Villages will be connected with mini-bus services 

A must. 

— There will be a Bundelkhand and Poorvanchal development board under the directed supervision of the Chief Minister’s office. 

This part of province need special attention. There has been multiple deaths due to droughts. Giving a special attention doesn't require one to rule state govt. Special attention can be given by ruling central govt. 

— Redressal system in every district to sort our trader disputes. 

Definitely. Trading needs evolutionary steps. 

— Rs. 5,000 for every girl child born in poor families; no age bar for widow pensions which will be Rs 1000. 

Rs 5000/girl that's it? Even if one gets Rs 100000/girl or more, what that family gonna do with it? Election by election same story. It need better schooling for them such that they are educated and future generation understand that there should not be any gender discrimination. Educated people do better business, better organized, understand pros and cons and take balanced decision. 

— The opinion of all women on triple talaq will be taken and placed in front of Supreme Court.

This can be done by ruling in central govt, and anyone can go to supreme court. SC verdict wont change if one is CM or PM.  

— On Ram temple, the law will be followed to get the temple built as soon as possible.

No Comments 

— All farm loans to be waived; farmers will get further loans with 0% interest. 

Every election, we can keep waiving these loans and lend them money for 0% interest. But never focus on their need, better trade, better fertilizers, advanced cultivation techniques, better transportation etc. 

— In the next 5 years, ₹150 crore fund will be set up for agricultural development. 

A must 

— Bundelkhand will get special preference. 

A central govt can give a special preference too. 

— The motto of Na goondaraj Na Bhrashtachar (no goondaraj, no corruption) will be followed. 

CBI and ACB can be used to end this. There are other states presently ruled by BJP. Is there no goondaraj, no corruption? How can we expect this in UP? 

— In 45 days, all criminals, who are out on parole and committing crimes, will be brought back to jails. 

As a central ruling govt, CBI and ACB can be used bring them back to jail (via HC/SC, bringing new rule, passing a resolution etc.). Also, have been this implemented in other BJP ruling states? Can we expect UP? 

— FIRs for all citizens will be filed without caste bias. 

Our constitution gives every citizen this right. This is every govt duty to implement it. 

— A task force will be set up in every district to tackle different mafias. 

Are there no mafias in other BJP ruled states and have the task force implemented there? Can we expect in UP? 

— Class III and Class IV employees will be hired only on the basis of merit, no interviews to end corruption. 

How about buying merit in exam? Will it end corruption? 

— ₹1,000 crore start-up capital fund will be provided. 

A must. Can be established by central govt. 

— 90% of the jobs will be given to youth of U.P. 

A must. Attempts can be made while ruling in center. Central govt should consider every youth across different states equal and should launch programs which guarantee 90% jobs to youths of our country.  

— Laptops will be given without any bias with free 1 GB data per month. 

Laptops are necessary for study. Every school/university will have WiFi (already promised, do we need 1GB data??). A study need be done that how useful is this offer? There are other govt already offering this. 

— All students scoring about 50% will get free education till graduation. 

A must. But where? Which school unless we dont invest in building advanced education system and infrastructure. 

— In the next five years, there will be toilets in every house, LPG in every house and gas pipelines for cities. 

Governments have already claimed that there are toilets in every house and LPG connection to every house. It contradicts present central govt claim of supplying LPG connection to every household. Does it means advanced toilets??
