Delhi goes electric: new policy targets 25% of all vehicle registrations to be electric by 2023



In a major move to fight pollution, the Delhi Government has released a draft policy on Delhi Electric Vehicle Policy 2018 for public comments. The policy recognizes that a new approach is required to kick-start Electric Vehicle (EV) adoption in Delhi and target 25% of all new vehicle registrations to be electric by 2023.

About 30% of particulate pollution is caused by vehicles. Rapid adoption of zero-emission electric vehicles is therefore of great importance to Delhi. The drafted comprehensive Delhi EV Policy aims to make Delhi a leader in adoption of electric vehicles. Delhi government believe that going electric and breathing better are two sides of same coin. 
Concerned about increasing air pollution, Delhi government, through this policy, has planned to create a significant corpus of funds to incentivise every vehicle segment. All incentives are in addition to the incentive offered by the Government of India as part of the FAME-India program notified on Mar 13, 2015 and any subsequent amendments thereof.

The EV policy is also committed to strengthen the infrastructure for battery charging and swapping by proving access stations within 3 km across Delhi. Additional fees on non-electric vehicles will fund the bulk of corpus created to incentivise the adoption of electric vehicles. This policy will also seek to promote large scale job creation in driving, selling, financing, servicing and charging of electric vehicles.

Proposed Segment-wise Features and Benefits 

Electric Two Wheeler

  • Subsidy up to ₹22,000 on purchase of electric two wheeler to ensure their cost is less than or equal to petrol two wheeler 
  • Additional subsidy for models with swappable battery 
  • Electric two wheeler taxis will be allowed to provide last mile connectivity 
  • Scrapping Incentive of up to ₹15,000 on old BS II and BS III two wheeler 

Electric Auto Rickshaws 

  • Open permit system for e-autos in Delhi 
  • Individual e-auto owners will get down payment subsidy up to ₹12,500 and 5% interest subvention 
  • Cashback for passengers using e-autos up to ₹10 per trip 

E-Rickshaws

  • Support to encourage shift of e-rickshaws with lead acid batteries to those having advanced, swappable batteries 
  • Individual e-rickshaw owners will get down payment subsidy up to ₹20,000 and 5% interest subvention 

E-Cabs

  • Full Waiver on registration fees, road tax and MCD one-time parking fee 
  • Cashback for passengers using e-cabs up to ₹10 per trip 

Electric Buses 

  • Fully electric buses will be at least 50% of all new buses procured for the city fleet starting with the induction of 1000 electric buses in 2019 
  • Substantial incentives to private stage-carriage vehicles of all sizes to ensure that electric vehicles make up at least 50% of the entire public transport system in Delhi by 2023

Electric Goods Carriers

  • Purchase subsidy up to ₹20,000 for the first 5000 e-Carriers with advanced, swappable batteries 
  • e-Carriers will be exempt from prohibition on plying and idle parking of lights goods vehicles during specified timings 

Charging Infrastructure 

Public Charging Stations

  • Battery charging and swapping stations to be setup across Delhi with private sector participation at existing public parking zones, bus depots and terminals, metro stations etc. 
  • Up to 100% capital subsidy to be provided to Energy Operators identified for operating charging stations based on competitive bidding 
  • Special electricity tariff to be made available for operation of battery charging and swapping stations 

Private Charging Stations

  • 100% subsidy on installation of charging point up to ₹30,000 per charging point for the first 10,000 points at residential or non- residential buildings 
  • Building bye-laws to be amended to ensure both home and work place parking becomes EV ready through mandatory installation of charging conduits 
  • Special electricity tariff to be made available to all charging points connected to a single point-of-delivery meter 

Battery Reuse and Recycling 

  • A nodal agency will act as an aggregator for purchase and resale of old, reusable batteries. No direct disposal will be allowed 
  • Promote setting up of battery recycling businesses to extract high-value battery materials (e.g. Nickel and Cobalt) from end of life batteries
